A handbag is nearly always functional and fashionably-designed.
In British English, a handbag is considerably larger than a Purse, which is a small money container similar to a wallet (but typically used by women) and including a compartment for coins.
Different types of handbags: Purses are generally worn as an accessory by ladies, though men sometimes use one instead of a backpack; such a Purse is sometimes self-consciously called a "murse" or "manbag". It can also be bluntly called a "man-purse".
